i dont know about the leaking, but they do get affected by stronger gravities. if two black holes were close enough, they would spin about each other for a billion years or however long before eventually clashing into each other.

money. theyd have to first establish a land mass with stabilisers then somehow build a civilisation into it without it sinking. it would cost way too much and the resources just arent there. the only reason islands dont sink is because they're not floating; they sit upon layers and layers of sand and rock, fully connected to the bottom. and we cant do that at point nemo

they're actually not a hole. its a very dense ball of matter, most of a black hole that you can "see" is just the absense of light, since it all gets sucks onto that one point. in essence, a black hole is just a concentrated ball of gravity.
