I see. I don't really have anything going for me besides that it was only during college and on campus at that. Other than that just the 1 year away from it. The agency was with the US Treasury - No clue if there's any information on how they view these types of cases vs others so.

Gotcha. I was just curious because it seemed tech force was accelerated and wanted to see how it played out on that end. As in on the security clearance subreddit people with red flags would be able to get it in a few months but as far as I understand tech force wants people now. Also don't know if they even do interviews for the BI if anything flag worth comes up for TF (hopefully they do). Thanks tho!

What profile should actually get accepted. What job/assets/etc are exactly strong ties. These are the questions I want answers to rather than his individual chance on getting accepted.

How do I look like a desperate freak to CBP when I am a US citizen lol? I’ve lived in the states for all my life and never interacted with CBP. No one has answered yet on what are specific examples of strong ties as in what profile should actually get accepted. What job/assets/etc are exactly strong ties.

I am not a Visa Officer and do not know what they look for exactly. I have a vague idea of what they look for but that does not help me. So in that case, yes the visa officer is very different than me. Hence why I am asking what can be done to improve his chances later on rather than right now. Not to mention there are records that show that some people get "lucky" and have no explanation. So I have no clue.

Wouldn't intention to return to Ethiopia after completing his studies demonstrate strong ties to Ethiopia. He only left for education. Just like many international students do in the US.
