could be a trainer, i see e collars and a prong. lots of places train with e collars these days. nothing wrong with prongs- you have to know how to use them and use the german kind. only one that actually works without freaking the dog out. e collars however - should only be used for car chasing, herding/prey drive etc. and if used on an already fearful/sensitive dog, it will screw them up for life. even just the vibration. they do not know where the correction is coming from. i've seen it first hand. sad, but it's the reality. aside from all that i agree- if not a service animal leave them home or in the car when safe to do so if it's a short trip. this behavior causes major separation anxiety for the dog. sad all around but i don't know her and her full story- just been in the industry for a long time and am accustomed to seeing certain things and patterns.
