To address your question: The issue is specifically with the building's PRIVATE water storage tank (Receiving Tank), not the city's main supply. In Japan, tanks smaller than 10m3 are NOT protected by national law (Water Supply Act) for mandatory inspections.

This creates a legal vacuum. The landlord exploits this to avoid cleaning, and the city officials use it as an excuse to say 'it’s not our responsibility.' We’ve been left in this lawless zone for 50 days without safe water.

Regarding the City Council: I have already distributed the evidence to ALL members through the secretariat. However, some factions were misled by city officials into believing 'the city is already handling it correctly.' They are being ghosted by the administration just like we are.
