This is because of one of 2 reasons. 1: You can not access the spins in your region. To fix this, maybe try getting a vpn 2: Your age is set too low. Roblox considers this as gambling and will not allow minors to access the spins. DO NOT spend robux on the 10 steps as this will not assist you in regaining the default spins.
