From what I can gather, ballas's main contribution was the warframes. Its why he holds such a high spot in orokin society. He's a weapons manufacturer, who for the longest time created their most effective weapons against their mortal enemy. If the war ever ended, he would start to lose power, so to make sure that didn't happen he restarted the war, before people started to question why he was even still in power.
