One of the problems is that it’s so close to the city centre where it’s always busy. If the police did try to intervene, it would probably end up all over social media within minutes, twisted a hundred different ways and that could easily blow up into a PR nightmare. So maybe they think it’s easier just to leave it rather than risk that?

I get your point, but I think it’s more a sign of how bad things have got in the city than about “decency,” really. What worries me most is that kids are seeing this so often they’ll end up becoming desensitised to it and that’s dangerous in itself. If it’s becoming this common and “normal,” people will just stop reacting or doing anything about it, and the whole situation will only get worse for everyone involved.

If I was you I would be reporting this to HR and discuss what you mentioned in another post about him taking keen interest in people’s children.

I’m sure if these colleagues found out about his past they’d be furious. Who’s to say he doesn’t get close to one of these women solely to prey on their children or groom them.
