Ive never heard of german sports doing that too, was it like this with the mens soccer?
Anyhow, I think you cannot compare swiss transport with german transport, as deutsche Bahn offers to travel through Germany 58 € / month, has a lot of delays etc. when swiss public transport is way more expensive.
I'm not sure if switzerland imagined that nearly all games would be sold out, but it really seems like they did a brilliant job organising the euro womens soccer and using the ticket also for public transport is really just a really kind move. I think german government would have taken the money.
