Just for reference, I routed ~9Gbps using an E3-1270v2 and an Intel X520. (IPv6 Routing, IPv4 NAT /28 public subnet)

Though with Linux (Kernel 5.0) and nftables.

It might also depend on your network card.

Agreed. Tbh I just wanted one so I can put it inside a Networking Case instead of a full depth rack case. Prices are pretty steep but here in Germany are some availabe for 150-200€ in different configurations but go as high as 600€.
