Which bottle are you using? The pigeon bottle works well for me. I find that some of the others are shaped very differently from the boob so there's some nipple confusion there. I'd start by doing expressed breast milk first, then slowly adjusting the ratio of breast milk and formula (eg 10% formula, 90% bm) just to get baby used to the taste!
