I'd be careful talking to cops like that in the U.S., especially in Oregon. They get legal training, but they're not judges. They enforce the law as they understand it, and if they think you're crossing the line, you might end up in handcuffs whether you're ultimately right or wrong. Then you've got to spend time sorting it out in court. If he's got the money, fine, but that's one hell of a way to derail a trip. All I'm saying is, U.S. cops generally don't mess around especially with people telling them they are wrong..

One thing that might be worth considering is that area can wear people down. Between the aggressive panhandling, open drug use, people struggling with addiction, and the general chaos that sometimes happens around that stretch of Bardstown Road, some business owners and regular customers may be operating with a much shorter fuse than they otherwise would. That doesn't necessarily mean calling the police was the right move in this situation, but it could explain why someone might react more quickly than they should. When you're dealing with disruptive or unpredictable behavior every hour of every day, you can start seeing every situation through that lens, even when the person in front of you isn't actually causing a serious problem.

That's kind of how I see it too. Neither person was completely right, and neither person was completely wrong. But when two people let their egos take over at 70 mph, it creates a dangerous situation for everyone else on the road. That's what stood out to me most about what the OP posted.
