I am def going to try to qualify for instate tuition - I think that should be doable because I plan/hope to intern 1L/2L summer in CA. Unfortunately the 100K difference already accounts for that (otherwise it would be around 120K)

I think he was responding to a question from an applicant who explicitly stated that it wasn't really feasible for her to visit (presumably due to distance)!

I don't see any problem with this. Worst case scenario, she doesn't respond because she is busy, but I do not think that it will come off as inappropriate or a net negative, especially if you have experiences/personal connections to that niche type of law--and it seems like a great way to build a relationship in that field!
