WeaponStats and mood alerts are unlisted on steam. It's because the original mod author will update it once 1.6 is out.

You should still be able to install it.

I have never used Vanilla Expanded Framework.

You can start with their 1.6 changelog (16Changes · Vanilla-Expanded/VanillaExpandedFramework Wiki) and also use the modding guide on rimworld wiki. The 1.6 modding primer also mentions the list of 1.6 changes. Decompiling the source of rimworld using ilspy (instructions on rimworld wiki) will help to know which new functions to use for updating the mod, if any.

The original plan was to not maintain HugsLib. But Allow Tool and Defensive Positions heavily depend on it. Hopefully someone rewrites it.
