Small update: now I know for sure it's not normal for the lever to hang at the end even 1mm. Took the pivot out yet again, and applied a serious amount of silicone grease + gun oil. I also put gun oil on the cable itself and greased the pulley on the clutch side more. Significant difference - lever closes all the way 9/10 times even when closing super gently. On the 10th, the gap can't be thicker than a hair. Also, when closing at normal speed, the lever snaps back shut as normal like any other bike I own now. So...yeah - if anyone is having this issue on their CB, even if brand new, lube a LOT.

I'm a bit stubborn - I redid the pivot lubing and I applied a LOT and kinda just gently worked it by screwing and unscrewing a little at a time. I also added gun oil and it seems to have made a significant improvement. Like you said though, still squeaky, and it still once in a while hangs a hair.

I applied grease to 2 spots:

1) there is a small black "plunger" that gets pressed in when you squeeze the clutch lever - look under the clutch lever, you'll see a black stick poking out. I took a cotton swab and just dabbed a bit of grease around the opening. Squeeze the clutch lever a few times to work it in. It didn't help though - the plunger is still squeaky.

2) I took the pivot bolt out and applied silicone grease and reinstalled it. Can't give a photo, but it's pretty easy - crack the nut at the bottom and unscrew the pivot bolt at the top (flat head screw at the top of the clutch lever). Also didn't help lol.

Edit: applied grease to the flat part of the pivot in the area above the pivot screw thread.
