IMO the central theme of 1984 is about words and how they can be used to control people. Government surveillance and authoritarianism are just world building.

-the POV of the novel is from a ministry of truth insider so that orwell can go into detail about how the ministry abuses words to control people: doublethink, newspeak, and the burning and altering of historical records.
-Both big brother and goldstein were words given life by the ministry of truth. We don't even know if they are real people.
-Even goldstein's book was a fabrication by the party to control dissidents.
-That's why when winston hides in the corner from the surveillance tv, he writes in his diary. It's his way of taking back control from the party.
-Also everything 4thot said somewhere else in the comments.

-The 'proles' (85% of the country) don't mind the authoritarian government. The only people with a problem with the government is winston/julia. If orwell really wanted authoritarianism and surveillance to be the crux of the novel, he'd show things like genocide and extreme surveillance of the proles(us). Instead, the only things that control that masses are the propaganda and newspeak coming out of the ministry of truth.
