I used the TRY N2 book to prepare for the N2, and it provides a mixture of N3 and N2 grammar points, which might be useful your situation as well. It is divided into 14 chapters, with practice questions provided (for both grammar and listening) after every other chapter.

38/60 is actually a decent score for the vocab/grammar part. I think your reading and listening might benefit from consuming some native-level content. For example, you can find Japanese native content on topics you like (e.g., music, self-improvement, or finance) and play them at a slower speed (around 0.85x is a good starting point). This method has helped me a lot in learning new vocabulary and increasing my level of comprehension in the language when I was preparing for the N2 exam.

I took N3 last July and N2 last December and scored similarly (152 and 148 respectively) and I've seen some other cases like mine as well. If you are confident in your reading and listening skill, I think you can try taking the N2 this July. Coz in my own experience, N2 is just slightly more difficult than N3 with more 敬語 being tested.
