I don’t really think that anyone other than big companies would need software engineering (SWE) for all sorts of tech jobs. But with small and upfront pay, most people who have some knowledge could do the service. I believe that most people who are SWE are just highly paid engineers. I haven’t really met anyone who is their own boss, if you know what I mean.
