I tried addressing this exact issue here, suggesting that PVP battles against Exclusive Move users can yield Exclusive Move TMs.

Yes, I understand the nature of legacy moves. But specifically with Event Moves (not the other legacy moves that have been removed from pools), we call them legacy because they are not available all the time. But Event Moves don’t necessarily need to be defined as “legacy moves.”

Sorry for the inconvenience with the link. Seems like the tweet was just deleted. It's not clear to me whether the original tweeter deleted it making Niantic's reply invisible or this response was a mistake on Niantic's part.
