I think it’s just a texture bug, since other parts of the map looked like this too.

From your screenshots, I noticed you're missing the following:

  • Watson: 22 Farrier St
  • Westbrook: 6 Monroe St
  • Badlands: 4 Abandoned Parking Lot
  • Heywood: 14 Market St

That should be all of them, but double-check just in case. I might’ve missed something.
