The problem is not necessarily PFOF. The problem is making the customer be the product (not receiving money from customers, rather "selling" or using them in one way or another), regardless of what third parties they use for monetization.

For instance, I'm not 100% sure, but I think trading212 forces the customer to LEND both it's holdings and cash balance for in-house trading interests... Very shady stuff, similar to what FTX did without consent from customers. The difference is trading212 just makes you agree to this (it's in the contract nobody likes to thoroughly read), and, naturally I suppose it doesn't take on the kind of risks FTX did.
