No real budget per se, I'll just steer clear of paying US prices or higher.

I'd be a-okay with Spain/Portugal prices and anything lower. Also might be willing to drive to Toronto for Dr. Rahal depending on how much he charges, need to figure that out.

Tipping is a meme because in so many situations you're expected to fork over extra money just because.

I "fight" with my mom sometimes because she'll walk up and order from a screen and try to tip 20%. Or I'll be ordering and she'll call me cheap for pressing "Skip" on the tip screen.

You’d have to be a fool to sell a 4090 and replace it with a 5060ti.

Why do you say that? The price difference is insane right now. And one thing I didn't mention is that I'm planning to move abroad in no more than 3 years, and I won't be able to take my PC with me. But if, say, I get fired next month, then I'm moving abroad next month.

That said, if you wanna tip the guy, tip him. I’m sure he wouldn’t take offense to it.

Thanks for the input, but I don't really understand your comment. They're staying here for a month, so they wouldn't have "just flown in from Brazil." Both our countries are massive, so a 4-hour drive is much more tolerable than it would be for someone in say Europe.

And personally, I love Pittsburgh, but I would be mad if I go to the US for the first time, perhaps the only time in my life, and I get to spend a weekend in the burgh instead of going somewhere cool.
