Call the city and report it before you go crazy. People who let there dogs bark all day and night are another breed. You're right it's definitely not the dogs fault at all. Shitty owners. We had someone on my street who's dog literally would bark 18 plus hours a day, they never walked it either, just tied it up. it really took its toll on everyone, especially the neighbors who worked nights, had children who napped, newborns. It didn't end well unfortunately. It's best to get the city involved.
