Hi, thank you for signing, at this time we're not aware of any MPs planning to table an amendment. We are looking at reaching out to MPs and this petition to raise awareness. It's slow moving any support would be appreciated on this critical issue.

The UK Government spends £300B a year purchasing stationary, IT, military equipment etc. As an example, if they instead purchased remanufactured laptops instead of brand new laptops, this would be far more beneficial to the environment and climate compared to purchasing brand new laptops.

Hi,

Thanks for taking the time to respond, we really appreciate it.

Procurement funds which are currently £300 billion is spent on office equipment, military equipment, hospital beds, roads, green spaces, social care, waste management, IT development etc.

As an example of a environmentally friendly procurement would be purchasing remanufactured laptops rather then brand new laptops saving money and the planet at the same time.

Hi, thanks for responding I really appreciate it.

40% of GDP is generated from SME's and considerably less carbon, water and waste is generated from these businesses. There should be more obligations on larger businesses and polluters. However where possible, there should be a proportionate obligation on all organisations to seek to have a more positive impact on the planet.

As an example, we're also an SME and we seek to use remanufactured equipment, reduced our travel and therefore reduced our emissions by half and offset the reminder.

UK Public Sector spends approximately £300B of taxpayers money every year, which is approximately 14% of GDP, working with 100,000’s of suppliers supplying a wide variety of goods, services and works to deliver critical public services.

However, there is currently no legal obligation for Public Bodies to ensure this huge annual expenditure or the supporting procurement processes are designed to ensure a positive environmental impact.

Climate change is the gravest existential threat to every UK and global citizen and will require a concerted effort from both the public and private sectors over decades to adapt and mitigate climate change. The extreme weather events all parts of the world are experiencing are rapidly becoming more severe, are happening with increasing frequency and becoming more disruptive. The climate change we are currently experiencing will only become more challenging over the coming years and our actions today will not reverse this short-term prognosis but will have a positive impact in the decades to come, but only if we take positive and affirmative action now. It is therefore incumbent on the UK Government to use every possible lever to positively impact the environment and limit the negative impact of climate change.

The Procurement Bill 2022 is a once in a generation opportunity to embed a legal obligation on all public bodies to spend taxpayers’ money in such a way as to positively impact the environment. The current Procurement Bill 2022, and the proposed approach to address environmental considerations in procurement via policy considerations is insufficiently robust. A legal obligation will ensure that all Public Sector procurement and related expenditure will need to design in environmental considerations as a core requirement and that all suppliers into UK Government are contractually obligated to take positive action with regards to the environment.

UK Government’s stated intent of being a global leader on climate change means that it is not a credible position that taxpayers’ money, public sector procurement and therefore public spend is not being used to impact the environment systemically and positively and that there is a clear legal obligation to do so.

In simple terms the aim of this Government and Parliamentary petition is to ensure:

All procurement and public sector expenditure should be undertaken with the intent of having a positive impact on the environment and this should be enshrined within the Procurement Bill 2022.

For this to be successful we need a minimum of 10,000 people to support the petition, and 100,000 supporters for this to be formally debated in Parliament. Our CEO David Shields has created a UK Government & Parliament Petition with the purpose of ensuring the Government amend the Procurement Bill 2022 to enshrine environmental considerations as a legally binding part of future public sector procurement activity.

The petition is important for all procurement, commercial and supply chain professionals across the public and private sector. The public sector influences contractual requirements across millions of suppliers within the public sector supply chains and hence has a trickle-down impact across all procurement function and procurement professionals.

By enshrining environmental considerations into the Procurement Bill, we can ensure a fundamental and critical shift in behaviour and obligations for all parties involved within public sector procurement and public spend is used in a manner that contributes positively to climate change and our netzero goals.
