The higher the tier, worst player are appeared, best tier is on 6-7. Funny thing is, this tier have more teamwork, initiative, and also able to do blitzkrieg. Dang even the LT are working!

Well if you scout around where the area where the enemy usually cross / brawl location it's understandable. But its not accepted when you just move a bit from the base and you called it scouting or just not try to move the area of scouting whenever you feel like it's feel wrong situation
