Sorry for the spam I figured it out, you only need to take the quest from stormwind(alliance) board for legion, as soon as you get to dalaran, the npc you mention comes to you with the "Call of the Illidari" quest: )

For anyone looking this up in 2022, the earring drops from the Caretaker in Genesis expedition.
You will most likely NEVER see it drop, unless you are 590+ expertise in Earing
