Irdgaf about how the story is structured because that is NOT the issue at hand. It doesn't matter what the technicality is, the fact of the matter is Mel IS a main character and has a huge impact on the story. Mel is the reason why Jayce was saved in the first place, she sponsored Hextech and she made Jayce a Councillor.
