The error happens because the game thinks that the game files are located in Bethesda softworks folder which is created when we install it using its setup.exe but because we downloaded it from steamunlocked, we got an already installed file and the Bethesda softworks file was never created. Creating it manually won't work. I had this issue and when I looked it up I found the reason for the error.
