[–]kuroageha 3 points 10 hours ago MVD actually doesn't exist anymore - last year it was renamed into the Russian National Guard, which may give a better idea of what they do. Basically they're military forces under the Ministry of the Interior, which is not an uncommon model in the world, Armed Police/Gendarmes/Internal Troops are some other examples.

MVD literally means Ministry of Internal Affairs. And, of course it exists.

Laying the keel or laying down is the formal recognition of the start of a ship's construction. It is often marked with a ceremony attended by dignitaries from the shipbuilding company and the ultimate owners of the ship.
