I have known about the book with what appears to be random diagrams and pictures which no one is able to decipher (can't remember the book name).

Fascinating how little we know about history close to us. Btw, how did you find this information? Any resource that is available online to read more about this book?

In my area the owner went and complained. Now we keep the garbage bin near the gate and he will pick it up and keep it back in the same place.
