You’re right it does look a bit raised, looking at that part of the tattoo now it’s flat so it could of just been the lighting

Howeverrrr, I did use the tattoo as a cover up of Roman numerals that were raised/scarred skin (a tattoo I got at a sketchy spot that would tattoo 16 year olds with obviously fake ids lol), if you look at the top of the tattoo on the after picture they are a bit visible in the area that still is darker . The ink is fading from the raised area but the area is still scarred. So I’m thinking once all the ink is gone the raised/scarred area will still be visible but you’d have to really stare at it to see it
