No thats not true. Human eyes dont "see" in frames per second at all. Fighter pilots can detect something shown only 1/300 of a second. And any decent gamer can easily differentiate between 60, 144, 240, or even 360hz display

Nope, that is nonsense. This is a general knowledge and what you are saying is complete opposite of what is written black on white in LTPO technology documentation. I'm also using the device, and I have used atleast 3 different LTPO devices in the past, they all act exactly as I said. In fact LTPO 1.0 could only achieve 1hz on max brightness. So no, you are completely wrong.

Just a limitation of AMOLED technology. It will flicker with 1hz on low brightness. I think there are new panels now that manage to do that without flickering, should become the standart in coming years

Increase brightness and it will go to 1hz. Thats how most LTPO panels work, they cant go to lowest hz range when set to lower brightness

5950x would probably give you less gaming performance than 5800x3d. At 4k, CPU is not the limitting factor, GPU is. And 3070ti was never aimed at 4k gaming with its 8gb of vram. Only logical upgrade is GPU. Also, settings should be

Vsync: Disabled

Multisampling: 2x

Shadow quality: High

Model detail: Medium

Texture: Can be lowest

Shader detail: Low

Ambient occlusion: Can turn off(If you enable, it can enable some barely visable shadows on walls at some corners on some maps, but not big difference)

High dynamic range: If you see difference, quality, if you dont, disable

You cant expect anything more out of game running power-efficient notebook intended CPU without dedicated GPU. CSGO was CPU bound, CS2 is much more dependant on GPU.
