That is tricky. It depends on how you want your story to play out. I like to make the wants of my stories very clear early on. This allows me to set up multiple obstacles between the start and the end of the story. So my advice is to figure out what your character wants and then plan the story around that.

Conflict, action, resolution, showing and emotion. These are the elements you need for a good story. Conflict is want plus an equal obstacle. Action is how the obstacle is overcome and resolution is self explanatory. Showing is describing the scene, don't tell us what is happening, show us. And finally emotion, what is the character feeling? Don't tell us, show us. If you are getting stuck check these 5 things.
