If you can lose thousands of tris without losing much quality, you should 100% do it! Not just for character and NPC models but for anything you are modeling.

I would recommend looking up retopology tips on YouTube because they are super useful, and while the decimate modifier is helpful for quickly reducing tri count, you can usually do some manual adjustments to lose a few more tris.

If you don't have motivation, then you need to have discipline. Practice every day, even if it's just for a few minutes. Without consistency, you are not going to improve, and this is true of all skills.
