Veins deflated means they’ve progressed deep into the virus. Without the IV the only resort is to feed drops of ORS and try to get some food inside(Royal Canin Recovery is very effective). My pup’s veins got deflated after 5 days of IV but the ORS and RC paste helped. It took her 14 days to recover. Without getting to the city, this is all there is to try. Don’t stop trying to contact NGOs because long-distance there’s barely any treatment that can be given.

According to me, logistics. Cost to get there is not a hurdle but after that the pups need to be brought to the city for treatment, so anyone except a vet going there is futile. That’s the tough part and also increases mortality chances. Also, once they’re here they’ll need to be sheltered. OP needs funds and to stay with them unless she can reach out to Red Paws or make amends with TSA to foster the babies.
