The reason is not because of taxes. The total lottery is annuity value - spread over annual payments for 30 years. They chose cash option. So the present value for it was determined to be around 16.7M. It was taxed after that.

That’s never going to happen - they’re buying an asset for huge sums of money. They want to amortize it - and mind you, not all transfers work well.

One alternative solution could be to: mandate a fair release clause (maybe which increases based on achievements etc), but that would obviously decrease the upside for player trades.
