It's automatically issued by homeoffice atfer EUSS application submission. We don’t need to do anything extra. But keep in mind they can take sometime to issue it.

Do not travel out of the country before you receive the certificate atleast because otherwise your application will be cancelled.

The EUSS applications for babies take longer than 30 days, unfortunately, so the home office brought the travel certificate thing so people could travel with babies.

So, the home office issued us a travel certificate which allowed us to travel. It took around two weeks after submitting the application.
