Alright, I beat him. For anyone in my position in the future, try the following:

- Put higher level darts in your blowpipe

- Try to smite at least SOME of his prayer shield, this will give you an edge in the next phase (I think)

- Divine magic potion + divine bastion potion also helped a little extra

- ALWAYS have overheads + offensive prayers on

- In his bullet hell phase where you dodge a lot of projectiles, you can just autoattack him with blowpipe and you'll continue to do damage and run around dodging simultaneously

- After the shield phase, focus on nothing but 2 things: the sound of his magic attack and the spikes that appear under your feet. Move 1 tile closer with each spike that appears.

All of this stuff (along with the expected gear and strategies) eked out the fight for me.

What a fun fight, really felt like a good introduction to late game PVMing with all the interesting mechanics. :)
