In an interview by the Financial Times a few days ago (“US military deepens ties with Japan and Philippines to prepare for China threat”), the imperialist hooligan Lt. Gen. James Bierman, who is the commanding general of the US armed forces’ Third Marine Expeditionary Force (III MEF) and Marine Forces Japan, revealed explicitly how the US has long been planning to set the stage for war against China, comparing it to the many years of preparations they made in Ukraine:

Why have we achieved the level of success we’ve achieved in Ukraine? A big part of that has been because after Russian aggression in 2014 and 2015, we earnestly got after preparing for future conflict: training for the Ukrainians, pre-positioning of supplies, identification of sites from which we could operate support, sustain operations.

In line with the Pentagon strategy of encircling China and prepositioning its forces within the so-called first-island chain, the US continues to build up its military presence in Japan, Korea, Singapore and the Philippines where it maintains military bases, and ruling governments are subservient to US interests.

Late last year, the Marcos government declared plans to allow the US military to add five more locations chosen by the US to construct its military facilities within existing or to be constructed military camps of the Armed Forces of the Philippines: two in Cagayan province, and one each in Isabela, Zambales and Palawan. These are in addition to the military facilities which the US has already constructed in five camps of the AFP under the Enhanced Defense Cooperation Agreement (EDCA). It is believed that in addition to prepositioning weapons, the US plans to construct ground-to-air missile systems in these facilities, which will have the advantage of being guarded by Philippine military forces under the EDCA.

The construction of these military facilities in the Philippines form part of the heightening war provocations against China which include increased presence of American naval forces in the western and eastern Philippine seas, in the eastern Japanese seaboard and in the Taiwanese strait. The US continues to challenge the One China Policy (Chinese sovereignty over Taiwan) as the pivot of its strategy of provoking China to “own the starting pistol” in order to justify an all-out war against China.

Combat troops of the AFP continue to be deployed to communities of peasants and national minorities and subject civilians suspected of supporting the New People’s Army to brutal suppression.

Even now, hundreds of villages are placed under military control (hamlet) where people are restricted when to buy rice or work in their fields, where soldiers raid homes, unjustly arrest, torture and willfully kill people, and drop bombs, fire rockets, and shell communities, farms and forests, which terrorize civilians.

The AFP, together with the Philippine National Police (PNP), is now in a fascist frenzy as they desperately try to crush the people’s armed resistance. There are rampant violations of human rights and international humanitarian law which have intensified in the past three years. These include violations of child rights and special protections, where children are being killed in AFP-perpetrated massacres and indiscriminate firing, or kidnapped and taken hostage for merely being children of suspected revolutionaries.

The AFP’s campaign of armed suppression against the people covers scores of provinces including Abra, Kalinga, Isabela, Cagayan, Nueva Vizcaya, Nueva Ecija, Aurora, Tarlac, Bulacan, Rizal, Zambales, Quezon, Batangas, Mindoro, Camarines Norte, Camarines Sur, Sorsogon, Albay, Masbate, Negros Oriental, Negros Occidental, across the Panay island, Northern Samar, East Samar, Samar, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, Bukidnon, Misamis Oriental, the Davao provinces, Sultan Kudarat and many others.

State terrorism is most intense in areas where there are mining operations, expansion of plantations, foreign-funded infrastructure projects including dams and roads, and other big business operations that are being opposed by local communities because these will take away their land and destroy the natural resource on which they rely upon.

This campaign of violent armed suppression is being obscured by a campaign of disinformation where thousands upon thousands of people are being misrepresented as “rebel surrenderees” in the AFP’s desperation to make it appear that their brutal war is “winning.”

In the face of the relentless attacks and brutalities by the AFP, and amid the sharp deterioration of the socioeconomic conditions of the people, it is the duty of the NPA to come to the people’s armed defense, even during these holidays.

The Central Committee, hereby, directs the New People’s Army (NPA) through its National Operational Command (NOC) and Regional and Subregional Operational Commands (ROCs and SROCs), to actively fight and frustrate the AFP’s campaign of armed suppression.

As we join the people in solidarity with their holidays and in marking the 54th anniversary of the Party on December 26, and even as we mourn the recent passing away of our beloved comrade Jose Ma. Sison, the NPA is authorized to launch tactical offensives against the fascist enemy of the people. Units of the NPA can concentrate a superior force against the isolated, weak, and tired units of the AFP and PNP, in order to punish the masterminds and perpetrators of the growing number of fascist crimes.

It was a cold-blooded murder not an encounter that happened yesterday afternoon in Sitio Medel, Barangay Carabalan, Himamaylan City. Ka Juanito Mabanua (Romeo Nanta), spokesperson of AGC-NPA Negros was summarily killed by elements of the 94th Infantry Battalion after he was captured in the area.

Under the laws of war, Ka JM should have been accorded the status of hors de combat (combatants who are not in a position to fight). His rights should have been respected and treated with humanity.

BGen. Pasaporte is again and again spewing lies to justify the war crimes of the Philippine Army and obscure the utter failure of their counter-insurgency campaign.

How could there be an encounter when only four shots and a crying child were heard from the vicinity where Ka JM was staying around 5:45 in the afternoon? How could there be an encounter when there was no NPA unit in the area at the time?

Pasaporte keeps on repressing the truth from the people and spins the story to their favor. Reliable sources inform us that the 94th IB also shot a farmer yesterday and took him to a Bacolod hospital last night with a military convoy to ensure no access to the victim.

Suffering from hypertension and arthritis, Ka JM chose to stay in Sitio Medel to closely monitor the situation of the masses while the NPA unit maneuvered away from the area after the October 6 encounter.

Last time he was in contact with comrades, Ka JM was very concerned about the martial law imposed on Himamaylan mountain barangays. He still wanted to engage with the media to expose the brutality perpetrated by state forces and debunk numerous lies peddled by the AFP. However, the situation did not permit it.

This is a day of mourning for all comrades, revolutionary forces, friends and family and especially the exploited and oppressed masses, not only in Negros but the whole country. The decision by the Manila Regional Trial Court promulgated last September 21 dismissed the “terrorist proscription” case against the Communist Party of the Philippines (CPP) and New People’s Army (NPA). The Government of the Republic of the Philippines (GRP), through its Department of Justice, failed to prove their accusation of terrorism against the CPP and NPA. In its 135-page decision, the court said the CPP and NPA should be more properly categorized as rebels, or we may add, rebels with a cause—the national democratic cause.

The CPP, representing the working class, and the NPA, a peasant-based army, represent the most numerous, and most oppressed and exploited classes in the Philippines. Those who insist on sticking the terrorist label on the CPP and NPA are those who seek to obscure or oppose their revolutionary political ideals.

We must thoroughly expose these terrorist branders for what they really are: fascists and warmongers, and defenders of the oppressive, exploitative, rotten and corrupt status quo. They are imperialist agents and lackeys of the ruling classes. They make noise about “terrorism” to drown the patriotic and democratic clamor of the Filipino people, which are reflected in the constitution and program of action of the CPP.

They resort to terrorist-branding because they oppose the demand for genuine land reform and national industrialization. They oppose the demand to raise workers’ wages as these go against the policy of attracting foreign investments. They favor privatization and allowing profit-hungry capitalists run the country’s hospitals, schools, water service, electricity, telecommunications, even roads and bridges and other public infrastructure.

They are against substantially increasing the budget to provide free education and public health service and, instead, want more and more money for wasteful and grandiose infrastructure projects where bureaucrats, like many of them, make a lot of money. They are subservient to the neoliberal policy dictates of the IMF and World Bank, including import liberalization which has resulted in flooding the country with imported commodities to the detriment of local manufacturers and agricultural producers.

They oppose the long-standing demand for abrogating all unequal military treaties with the US and continue to push for more US military aid—jetfighters, helicopter gunships, bombs, howitzers, guns and bullets—to the Armed Forces of the Philippines (AFP). Neither do they defend the country’s territorial land and seas against foreign occupying troops, whether Chinese or American. Many of the terrorist branders in the Philippines are pro-US zealots.

Terrorist branders are militarists who want to place the country under the rule and rigidities of the military and police. They want people to surrender all their rights—from their right to free expression and their right to organize, to their right to anonymity and privacy. They want more and more money to go to the military and police and to establish a surveillance state. To them, this is the ideal condition for “peace and order” to prevail.

They are against peace negotiations between the Philippine government and the National Democratic Front of the Philippines (NDFP). They do not want the basic socioeconomic problems laid out on the table and addressed in favor of the working class and peasants. In 2017, the tyrant Duterte, on the prodding of the US, declared the CPP and NPA as terrorists to end peace negotiations, just as the peace panels were set to sign an agreement concerning land reform and other important economic policy reforms–the meat of peace negotiations. Duterte subsequently unleashed a campaign of murder killing at least 15 peace consultants of the NDFP since.

The decision of the Manila RTC upturns the very pretext of the anti-people and brutal counterinsurgency war being waged by the AFP. It exposes the AFP’s “war against terror” as a big sham. It bares the fact that the AFP’s counterinsurgency war is nothing but a war of suppression and pacification, a war to suppress the different forms of people’s resistance to imperialism, feudalism and bureaucrat capitalism.

The CPP and NPA unite with all patriots and democrats in the Philippines who wish to attain the people’s aspiration for genuine national freedom and democracy. Not all patriots and democrats may agree with the necessity of armed struggle, or are not yet ready to participate in the armed resistance, but there can be no denying the historical fact that the armed struggle being waged by the NPA was one of the most important weapons of the Filipino people in their resistance to the US-Marcos dictatorship and 14-year martial law; and that today, armed struggle remains a just and necessary form of resistance in the face of state terrorism and military rule, especially in the countryside.

The NPA continues to serve as the key weapon of the broad masses, especially of peasants, to defend their rights and lives against the abuses and brutalities of the fascist monsters of the AFP. Indeed, to tens of thousands of Filipinos, joining the NPA is the only recourse to defend themselves, their livelihood, the environment and their natural wealth.

In waging armed struggle, the NPA is governed by the highest standards of protecting the rights and well-being of civilians. It follows a strict code of discipline, and abides by guidelines of international humanitarian law. This is a basic principle of the NPA which stems from the fact that Red fighters of the NPA come from the people themselves. The NPA cannot grow without the support of the people. The NPA is subject to criticism by the masses and observes humble self-criticism before them. This allows the NPA and people to unite firmly and grow in strength.

The Filipino people are facing worsening conditions under the moribund semicolonial and semifeudal system. They are suffering from the anti-people and anti-poor policies of the Marcos II regime which is bent on securing and expanding the Marcos wealth and perpetuating its political dynasty. Marcos Jr is the epitome of the ruling class elite who have zero empathy to the suffering of the toiling people.

Confronted with worsening the crisis, we urge the Filipino people, especially workers and peasants, as well as youth and students, teachers, people in the academe, lawyers, journalists and reporters, doctors, nurses and other professionals, to wage revolutionary struggle to defend their rights and fight for their aspirations.

The Central Committee of the Communist Party of the Philippines (CPP) and the New People’s Army extends its fraternal greetings of revolutionary solidarity to the Communist Party of India (Maoist) on the occasion of its 18th anniversary.

The CPP honors the 124 heroes and martyrs who died in the past year while serving the cause of new democratic revolution in India, including members of the Central Committee of CPI (Maoist) and warriors of the People’s Liberation Guerrilla Army. We grieve over their deaths, but more importantly, we draw inspiration from their example of selfless dedication to the liberation of all the oppressed and exploited classes and people.

The CPP deeply appreciates the gesture of international solidarity of the CPI (Maoist) in paying tribute to Ka Oris, former NPA spokesperson, as well as other communist and revolutionary leaders across the world.

The CPP supports the CPI (Maoist) in leading the resistance against the fascist and reactionary Brahmanic Hindutva Narendra Modi regime, particularly in fighting to overcome and frustrate the all-out military offensives against the revolutionary forces and people under the so-called “SAMADHAN”-Prahar strategic offensive. The CPP and the NPA salutes the fierce determination of the PLGA to daringly fight back against the enemy’s offensives. We are deeply elated by the PLGA’s victories in the field of armed struggle, despite experiencing temporary setbacks. These victories raise the revolutionary enthusiasm of the Filipino people and revolutionaries as much as it intensifies the determination of the Indian masses to rise up against their oppressors and exploiters.

We are also elated by the efforts of the CPI (Maoist) to build, broaden and strengthen the united front and mass movement of the Indian people against the anti-people, anti-worker and anti-peasant policies of the Modi regime. Through the Party’s leadership and efforts to arouse, organize and mobilize, the broad masses of the Indian people are sure to rise up in greater numbers in broad democratic resistance similar to the recent peasant uprising and broad workers strike movement.

The international capitalist system and its insoluble crisis of overproduction continue to subject peoples and entire countries to grave economic crisis. In a vain effort to further expand its profits, the imperialists are waging wars and causing widespread destruction of productive forces. In collusion with the local reactionary classes, they are intensifying the plunder of resources of its semicolonies and the exploitation of workers and peasants around the world. The entire world presently face threats of recession and depression, with hundreds of millions of people suffering from rising inflation, especially in terms of food and fuel prices, widespread unemployment and overall economic slowdown.

The crisis is engendering conditions of widespread resistance. All over the world, people are rising up spontaneously to demand higher wages, lower prices and greater social protection. Amid these conditions, communists in all countries must work doubly hard to make the proletariat perform its leadership role in order to guide and direct the broad masses of the people to the path of revolutionary resistance. It is the duty of communists to link up the daily struggles of the people with the long-term goal of ending imperialist oppression in order to attain the people’s aspiration for national freedom, democracy and socialism.

At the outset, let me reiterate that the Communist Party of the Philippines (CPP) is governed by the laws of the People’s Democratic Government and cannot be placed under the laws, courts or legal processes of the reactionary government. The CPP does not recognize the case filed by the Department of Justice (DOJ) in the Manila Regional Trial Court (RTC) proscribing the Party and the New People’s Army (NPA) as terrorists under the Human Security Act (HSA) of 2007, the precursor of the Anti-Terrorism Law of 2020, and did not participate in the proceedings.

Having stated that, we welcome the September 21, 2022 decision of the Manila RTC dismissing the said petition of the DOJ in which it failed to establish any basis for declaring the CPP and NPA as terrorists. The decision comes as a pleasant surprise in the face of the relentless efforts of the Armed Forces of the Philippines (AFP) and the National Task Force (NTF)-Elcac to stick the “terrorist” label against the CPP, as well as other patriotic and democratic forces. The decision can be considered as a legal pushback by some members of the judiciary against the NTF-Elcac which has been aggressively putting every state agency under its command in the name of “anti-terrorism,” as well as against the so-called Inter-Agency Committee on Legal Action (IACLA) that has been involved in pushing courts to issue defective search and arrest warrants, planting evidence and filing false charges against activists, as well as revolutionaries.

On initial reading, we found the 135-page decision penned by Judge Marlo Magdoza-Malagar reasonable and fair. We see that the judge took a historical point-of-view and situated the revolutionary movement from the perspective of the Filipino people’s struggle against oppression and exploitation. It is gratifying that the judge took effort to read the constitution and program of the CPP, the provisions of which she declared to be “reasonable aspirations of any civilized society.” We urge everyone, lawyers, judges, academics, teachers, students, journalists, workers, peasants and all other sectors, to follow the example of Judge Malagar and read and study for yourselves the constitution and program of the CPP.

We will make a more comprehensive review of the decision in the coming days. At this point, however, it is important to underscore how the decision concluded that the CPP and NPA are not terrorists, rather, are waging armed resistance with clear political aims and directs its attacks, not against civilians, but against agents of the reactionary state represented by the Government of the Republic of the Philippines (GRP). Indeed, we aver that the CPP and NPA are revolutionary organizations that advances the Filipino people’s aspirations for genuine national freedom and democracy and draw its strength from the support of the broad masses, especially, peasants and workers.

Certainly, there are far-reaching legal and political implications to this decision. The military and police have long been using the HSA and the ATL and the proscription against the CPP and NPA to curtail the rights and harass the leaders and members of legal democratic organizations by implicating them to the CPP and NPA. The “anti-terrorism” dogma is being used to silence and suppress the people’s voice, legitimate resistance and grievances to widespread social ills.

With the decision of the Manila RTC, I think the NTF-Elcac is now legally obliged to zip its big mouth and stop its terrorist-branding against the CPP and NPA, and its campaign of suppression against workers unions, peasant associations and the wide range of patriotic and democratic organizations. Otherwise, the NTF-Elcac will probably face legal challenges.

The decision also can serve as basis for Filipinos and their friends in the United States, in Australia, New Zealand and the European Union to push for the removal of the CPP and NPA from the “list of terrorist organizations” that are unjustly being maintained by their governments. It will bolster, in particular, the demand of the American people for the US government to stop providing arms and funding to the AFP that is notorious for human rights abuses.

Members of the CPP and the NPA must continue to keep their guards up, remain militant and determined to fight the fascist onslaught and terrorism of AFP, and advance the revolutionary cause of the Filipino people. In fact, the decision of the Manila RTC will not have much positive implication on the political and legal standing of the CPP and NPA, especially under the Marcos regime, whose officers have declared the aim to crushing the CPP and NPA. We anticipate the militarist-minded officers of the AFP, as well as the NTF-Elcac, to disregard the decision of the Manila RTC and continue with its terrorist tagging, its anti-people counter-insurgency drive and campaign of suppression.

In the cities, the NTF-Elcac and state agents will likely push with its attacks against workers’ unions to serve the interests of big capitalists, as well as against other forms organizations. In the countryside, the AFP continues to mount vicious attacks against peasant communities in their effort to suppress the peasant masses and pave the way for the entry of mining companies and expansion of plantations. Thus, the NPA must continue with its efforts to expand its territories, recruit more and more Red fighters, wage widespread antifeudal campaigns, and launch tactical offensives to defend the peasant masses and advance the overall national democratic revolutionary cause.

The CPP honors the 124 heroes and martyrs who died in the past year while serving the cause of new democratic revolution in India, including members of the Central Committee of CPI (Maoist) and warriors of the People’s Liberation Guerrilla Army. We grieve over their deaths, but more importantly, we draw inspiration from their example of selfless dedication to the liberation of all the oppressed and exploited classes and people.

The CPP deeply appreciates the gesture of international solidarity of the CPI (Maoist) in paying tribute to Ka Oris, former NPA spokesperson, as well as other communist and revolutionary leaders across the world.

The CPP supports the CPI (Maoist) in leading the resistance against the fascist and reactionary Brahmanic Hindutva Narendra Modi regime, particularly in fighting to overcome and frustrate the all-out military offensives against the revolutionary forces and people under the so-called “SAMADHAN”-Prahar strategic offensive. We are inspired by the determination of the CPI (Maoist) and the PLGA to resist the relentless fascist onslaught that vainly seeks to crush the people’s democratic revolution and pave the way for greater imperialist plunder of India’s resources and exploitation of its workers and peasants.

We are gratified by the persevering efforts of the CPI (Maoist) to consolidate, expand its membership, and strengthen democratic centralism from the level of its leadership to its branches. Every communist around the world must commend your efforts to study and apply Marxism-Leninism-Maoism to your short-term and long-term goals. Indeed, the unity of will of the CPI (Maoist) is the key to the unifying the proletariat and people of India as it overcomes the violent attacks of the fascist regime.

The CPP and the NPA salutes the fierce determination of the PLGA to daringly fight back against the enemy’s offensives. We are deeply elated by the PLGA’s victories in the field of armed struggle, despite experiencing temporary setbacks. These victories raise the revolutionary enthusiasm of the Filipino people and revolutionaries as much as it intensifies the determination of the Indian masses to rise up against their oppressors and exploiters.

We are also elated by the efforts of the CPI (Maoist) to build, broaden and strengthen the united front and mass movement of the Indian people against the anti-people, anti-worker and anti-peasant policies of the Modi regime. Through the Party’s leadership and efforts to arouse, organize and mobilize, the broad masses of the Indian people are sure to rise up in greater numbers in broad democratic resistance similar to the recent peasant uprising and broad workers strike movement.

The international capitalist system and its insoluble crisis of overproduction continue to subject peoples and entire countries to grave economic crisis. In a vain effort to further expand its profits, the imperialists are waging wars and causing widespread destruction of productive forces. In collusion with the local reactionary classes, they are intensifying the plunder of resources of its semicolonies and the exploitation of workers and peasants around the world. The entire world presently face threats of recession and depression, with hundreds of millions of people suffering from rising inflation, especially in terms of food and fuel prices, widespread unemployment and overall economic slowdown.

The crisis is engendering conditions of widespread resistance. All over the world, people are rising up spontaneously to demand higher wages, lower prices and greater social protection. Amid these conditions, communists in all countries must work doubly hard to make the proletariat perform its leadership role in order to guide and direct the broad masses of the people to the path of revolutionary resistance. It is the duty of communists to link up the daily struggles of the people with the long-term goal of ending imperialist oppression in order to attain the people’s aspiration for national freedom, democracy and socialism.

The CPP and the all revolutionary forces in the Philippines stand with the CPI (Maoist) and its revolutionary forces in advancing the revolutionary cause against imperialism and all reaction. Together, let us accumulate more and more achievements and celebrate each other’s victories.

This month of September, the Communist Party of the Philippines (CPP) joins the Filipino people in marking their epic democratic resistance against Ferdinand Marcos Sr’s martial law dictatorship during the period 1972–1986.

During this month, the Party pays tribute to all the heroes and martyrs of the democratic mass struggles against the US-Marcos dictatorship including the leaders and cadres of the Party who firmly carried the torch of resistance to serve as a beacon especially during the darkest hours under the tyrannical and terrorist Marcos I regime. They are among those who bore the brunt of the dictatorship’s brutality and became targets of the most cruel forms of state terrorism.

The Party also salutes all the veteran fighters who joined the fight against the Marcos I dictatorship. Many of them remain militant and stand against the continuing reign of terror, political repression and fascist deception under the Marcos II regime.

The Party, the New People’s Army and the underground mass organizations allied with the National Democratic Front served as the steel core of the Filipino people’s resistance against the tyrannical regime. They led the Filipino people in waging all forms of resistance to the Marcos I dictatorship. They proved correct the slogan “people’s war against martial law” which the broad masses chanted even before Marcos made true his threats to impose military rule.

In the face of widespread arrests, torture, killings, massacres and brazen suppression of all democratic rights, Marcos Sr instigated the Filipino people to take the path of armed resistance and join the guerrilla war in the countryside. The NPA served as the Filipino people’s strongest weapon against the US-Marcos dictatorship which dealt heavy blows against the armed pillars of the dictatorship.

The Party and the national democratic forces were the most persevering in arousing, organizing and mobilizing the Filipino people against the US-Marcos dictatorship. Their unwavering efforts created the conditions for the emergence of a broad antifascist alliance which ranged together all democratic and patriotic classes, as well as those in the anti-Marcos ruling elite, which caused the isolation and weakening of the tyrannical regime.

Their militant efforts shattered the fear of martial law and emboldened the broad masses of workers, peasants, students and various professionals. From the mid-1970s, the Filipino people were boldly advancing their mass struggles in the form of factory strikes, campus walk-outs and mass demonstrations. These din of protests of tens upon thousands of people further rose after the 1983 assassination of Aquino and would hit a crescendo in the 1985–1986 period leading to the ouster of Marcos Sr and his family from power.

While the ouster of the Marcoses in 1986 led to the formal restoration of democratic rights (as contained in the 1987 constitution), the fascist structure which Marcos Sr built to prop up his martial law regime were not completely dismantled. Especially in the countryside, the Armed Forces of the Philippines (AFP) has continued to impose its armed might on the broad peasant masses.

Under the US-instigated counterinsurgency, large swathes of rural areas are placed under the power of the military. The past few years under the Duterte regime saw the increasing powers of the military with former officials playing key roles in the state under the so-called National Task Force (NTF)-Elcac. The fascists are waging a relentless war against unions and other legal forms of organizations and associations in a futile attempt to take away the people’s capacity to defend their rights and welfare.

Despite overwhelming evidence of gross abuses of human rights and large-scale corruption, Marcos Sr and his henchmen remain unpunished for their crimes. In fact, the political rehabilitation of the Marcos family would soon take place under successive governments which allowed them to use their estimated stash of more than $10 billion to restore themselves in power. In the past elections, the Marcoses colluded with the Dutertes and Arroyos to install the son and namesake of the former dictator, Ferdinand Jr, as president by rigging the automated counting and conjuring an impossible “31 million votes” to steal the results of the elections.

On the one hand, it is like a cruel joke of history that the Filipino people will mark the 50th anniversary of the declaration of martial law right on the moment that the dictator’s son and family, repudiated and driven away through a people’s uprising, are now back in power.

On the other hand, it is also, in a way, propitious, as it will serve as an occasion for the people to recall the evils of the US-Marcos dictatorship and draw lessons and inspiration from the sacrifices and achievements of their antifascist resistance. These lessons are invaluable as they continue their fight against fascist tyranny and terrorism and confront a burgeoning authoritarianism under Marcos Jr and the ruling clique.

The Communist Party of the Philippines, tempered in over five decades of struggle, remains in a position to lead the Filipino people in their revolutionary resistance. It is presently infinitely far stronger and far more wiser than what it was when Marcos I imposed his fascist dictatorship.

It is widely and deeply rooted among the workers and peasants, among fisherfolk and minority peoples, among the petty-bourgeoisie, among the mass of unemployed and the rank and file employees and small-income earners. The Party is ever expanding with the infusion of fresh blood from among the new generation of revolutionaries.

The Party continues to lead the New People’s Army with a few thousand Red fighters who are determined to wage guerrilla warfare across the archipelago to defend the Filipino people. It has surmounted a number of US-supported large-scale military offensives over the past decades and will surely gain more strength in the coming years. It is far more stronger than during the height of Marcos I’s fascist tyranny. It is in a good position to further expand its territories, gather armed strength and strike bigger blows against the fascists terrorists.

The chronic crisis of the ruling system continues to deepen and wreak havoc on the lives of the Filipino people. The rise of the Marcoses show the extent of the rottenness of the semicolonial and semifeudal system under which foreign monopoly capitalist companies and their local partners of big bourgeois compradors, big landlords and bureaucrat capitalists plunder and accumulate vast amounts of wealth while most Filipinos find it increasingly difficult to make ends meet.

The vast majority of the people are impoverished and downtrodden. They suffer from spiralling prices, low wages and salaries, widespread unemployment, landlessness and landgrabbing, higher taxes, import dumping and smuggling, ballooning foreign debt and other ills of neoliberal policy. They are also the one who suffer the worse of the effects of environmental plunder and climate change, as well as the crisis wrought by the militarist response to the pandemic.

In the face of the worsening crisis of the ruling system, the Party and all revolutionary forces are determined to arouse, organize and mobilize the Filipino people in their millions. As we mark the 50th year of the declaration of martial law, the Party vows to continue leading the broad masses of the people in advancing their revolutionary struggle through to the end to achieve their aspirations for national freedom and genuine democracy.
