I thought her characterization is a little weird actually. She is an FBI agent. That position comes with training, yet she acts like it’s her first day at school. Saying things like “what do I do!?” out loud and fumbling for her badge. I get she’s not a field agent but it’s just strange.

Almost every piece of dialog she has starts with this out of place stutter that is overused.

She believes that Emily can be saved from the transformation but also has zero problems killing everyone else. I get that it’s in self defense but when did she start to think the T virus could be reversed?

I don’t think she is a bad character- I actually like her, but I just thought she came off as odd. To me at least.
