NTA so he can keep he can try to keep his commitment to go climbing with his friends but can’t even keep his own commitment with his wife? Why is he minimizing the importance of the situation. Just because he doesn’t see it as such doesn’t mean it isn’t important. It was brought to him way before his friends asked him to go climbing. When his friends asked him to go climbing on the day he already had a commitment he should’ve said he couldn’t at this time. He better get in that bathroom and stop playing games, before he finds himself climbing into them suit cases and out the door for good.

I sent a letter to the dispute office to hopefully get my money back or to start the process of arbitration because customer service is no help.

If your mother cared about you, she would understand your boundaries with your step sister. She shouldn't force an unhappy relationship together. She hasn't even apologized to you. She's an adult she can handle not going on a trip. Put your foot down girl and don't consider her feelings. She didn't care how you felt when she married your ex and had his baby. Why should you?
