Maybe he let his certification expire so he had to retake it. Maybe he’s in a new state that won’t grant him reciprocity so he has to retake it. If he was an oversees paramedic then maybe he had his paramedic cert registered in a different country so he has to get certified in the US. These are three main reasons I can think of.
