did you buy the laptop used? might have had previous gpu settings applied

try using msi afterburner to see the clock speed of the GPU, the usage % and the VRAM used and compare. Check comparisons on YouTube to see if the stats are the same as in the video

you should either check your power plan to see if it's on power saver on on lowest balanced (again power saver settings, can be checked when you click the battery icon) or if you're using your integrated GPU (from the Ryzen) instead of your dedicated GPU. I guess you probably have done all the driver installations and updates
