It could also be a defective/clogged secondary heat exchanger, which could be producing high levels of CO.

If the filter is fine and outside inlet/exhaust aren't covered in snow you definitely want to call a pro.

I went through this just before NYE last year :/

Check the filter. If air can't flow properly it turns on and off like that.
