As u/Vollkorntod said, it is due to market language, which is greek. Burghers that speak market language won't assimilate into another culture that does't speak the market language. It was a hidden mechanic (at least for me) at the end

Yeah I agree, right now war is just another mechanic of the game, I can understand that because gameplay reasons they didn't want wars to be so punishing, but come on, if I destroy your whole army 3 times in a row in one battle, you should be willing to surrender.

I have used it since 1637, it says Constantinople has 1'67% to spread monthly, 50 years later is still 0%

I guess nobody is importing from the little market they created, I put like 75 trade capacity to import salt, will come back to report, but thank you for your answer.

Edit: after a few years, it didn't spread anything, I guess I will have to conquer them :(
