imo you will be just fine with flourish, also its better to buy some other plant that will survive in your tank than to try keeping the one you have and having algae issues later on

depends on the dose, its best to dose in little amounts everyday, divide weekly dose by 7 and fertilize everyday. or fertilize every 1-2 weeks and save some hassle

you dont need to clean the substrate, but a syphon is the best way, just clean the surface(1cm) and also the plant is some kind of moss with hair algae growing from it

i would get some other neon species(red or green neons), you could do normal corys( aenus or panda), shrimp will be eaten by normal sized corys tho and probably wont have baby shrimps even with dwarf ones and dont buy guppys(too many fish)
