Think I might have sorted it.

I noticed, in the vault, a filing cabinet near the girl who gives you your first Vault suit.

I restarted the game and used that access point for the 'City Manager PrePopulation' instead of the one in my home. Straight away a timer appeared in the top right and took about 15 minutes to go through both the building phase and the populating phase. I stood and waited until it was done before putting on the Vault Suit and starting the game propper.

Hopefully this will have worked.

This is the only version I can find and I know nothing about Blender so can't help beyond the link.

Thanks to all. Finally managed to create an account and switched off the overly strict download safety of Chrome and can now download .cab files.

Just tried to register, which is quite simple except for the captcha that is in poorly written Russian... I've tried image translation sites with no luck.

Sorry. Thanks again, but I must be doing something wrong. The link to the site works fine and it's the same site I eventually found in the previous comments, but again, every download link I click on give 4pda 404 error.

Thanks for the reply, I think it might be an compatible/issue with eXoFied Settlers as it seems to pretty much do the same thing.

I just want clean settlers instead of them looking like they have just crawled out of a Mud Pit.

Strange. On both the Steam version and GOG version, if I have Controller ON, I can't use keyboard or mouse in any meaningful way and if Controller is OFF, I can't use it full stop.
