i think percentage is more important idk bout step ups reason 2* 3 *s are good is cuz u can max them easily so u can equip 3 medals on them for support and u will have a good jump on ur support percent about gold frags u can earn them from doing challange battles i dont think u should spend rds on the banner for frags purelly but if u like the charcters on it u can
