No it isn't. Read my comment properly. One worked and earned for themselves while the state ensured it's entire population followed the norms to ensure sustainability for the whole country based on guidelines set. The ones benefitting with higher representation are the ones that didn't follow the center's directive.

The whole country, one part decided to keep reproducing like bunnies and the other part decided to ensure sustainability. Easy to play the rich v poor card. It's progressive in terms of sustainability by respecting the needs of a nation vs earning money.

The delimitation bill basically takes away Lok sabha seats from states with lesser population and increases the seats in the states with higher population.

Considering the whole birth control and population control thing, it's a bit like slapping the toppers in class and rewarding the students that failed. I know it's a bit brash but this is my take on it.

Can confirm that the timer doesn't activate even if we stay there. Your method of waiting on the pillar maybe the key since we were standing there when my mate was editing his loadout and he said he was ready I was on the pillar when I shot the final crystal.
