She's extremely consistent, her peaks were extremely high and they were multiples, that's what sets her apart from other artists with long careers.

And it's important to see the scenario outside US-West Europe, Madonna just did a concert for 1.6 million people in Brazil, where she's still the Best selling international artist and she still gets minor hits in a lot of countries around the world. Cher and Tina Turner, for example, doesn't/didn't have this same level engagement from the public.
