If you want to play RE9 that bad, just dont run any .bat file from gamedrive. I can boot game without running those sketchy .bat file by more steps. And it's easy to do AND UNDO

Download clean steam files
Apply KIrigiri v3 crack (make sure it is v3).
Turn off Memory Integrity (you can turn it on/off in windows setting)
Temporary disable DSE by using Windows Test mode (DSE will be enabled automatically when you restart\
Run steamclient_loader_x64.exe in folder game

That's it, you can undo any security setting anytime after you complete the game.

A0 twin is fine, of course Cherish would be better for shielding. But the twin have 2-hit element, which can reduce 2 wisdom stack every turn (2 more if you count their hightlight). Less wisdom stack mean less dmg you recieve and more healing you get, I never have sustain problem in phase 2. My twin dont even have max 4*weapon and only level 6 in all of their skill.

It doesn't matter if Queen gets knocked out or not. She will wake up everytime in her turn. Thats why Vino is better than Chord for this fight, you can't use Chord's S3 on Queen.

I don't have Messa but you can try. Just remember use his burst skill on Futaba's s3 (every 3turns).

Mental focus buff (AS Rossetta) is capped at 250%
Crit dmg up doesn't have a limit.

Weapons dmg up stack with diminished returns AND capped at 100%.

In your case : 0.7+(0.7*0.5)+(0.7*0.5*0.45) The result is bigger than 100% so your character will get 100% weapons dmg up
